The cat in Ozzie's Fort does help you, but the one in Abandoned Sewers is a "trap" (since it triggers a combat encounter if you interact with it). That being said, you find cats in 11 locations throughout the game, and you can gather up to 11 cats in Crono's house if you bring enough cat food (from Norstein Bekkler's Tent at the Millenial Fair) back home (that's probably not a coincidence).
