The biggest thing was, Governor was the only one to completely shake the foundations of the group as a whole, divide them up and make some of them consider giving up or staying out on their own, he broke their minds, spirits, and some of their bodies. He was the only one who had a lasting negative impact on the group long after he was gone, so much so that Michonne and Rick had that conversation about him long after that was all over, and Tyreese died seeing visions of the Governor. He was also the only one to be a powerful, brutal presence that was totally evil, hence the "To Far Gone" theme of things. The Whisperers (specifically Alpha and Beta) were extremely brutal and evil, and Negan was powerful and brutal but not totally evil (hence why he is a good guy now and has reformed, and in the first place liked people like Carl). Governor was the only one to hold all the spots of brutal, powerful, and evil without question and was FAR more insane than any other villain that Rick and the gang had come across, because there is at least some sort of logic or pattern to villains like the Terminus cannibals, the Whisperers, and even Negan, but the Governor? He was a loose cannon kind of evil, unpredictable, even killing his own men and the people of Woodbury. Governor was THE best villain because he was a raw intimidating villain with no redemption. No contest, no doubt, no question, no arguement against that fact that he was the best villain, because he was a pure villain.

Tanner Bates notice out of the three leaders, Rick is the only one who still has a family. Philip and Negan both lost their families, albeit Negan before the apocalypse truly began.

Tanner Bates As a guy that does not know what went down in the comics and just watches the tv show, i gotta say i found the Governor more scary then Negan. He just made me feel uneasy just watching him while Negan is very intimidating but less scary. Sure he killed some pretty big characters but still...I was kinda hyped up by some comicbook readers saying " if you liked Phillip, youre gonna love Negan " but in a weird way i expected more from Negan

negan was brutal in his methods but understood that in a brutal and unforgiving world he has to be strong or die, there's no room for weakness

I agree! He's one coldhearted mofo, but a memorable one. I hated him when he killed innocent folk like Hershel and Axel, but I still respect him as one of the best fearsome villians in the Walking Dead story by far.

ummm they still do that A LOT. Carl's theme replayed a few times in recent seasons, Negan has his own theme, Simon had his own theme, the whisperers have their own theme. Morgan has a theme to played a few times, etc.

Thinks everyone is worth saving and lets people live when they are a threat, but then when the time comes to kill or be in a war he will gladly go into a murdering bastard state of mind, if he would just eliminate threats with that same mindset if before they become a problem he would be fine but morgan is worthless the way he does thing. Hes stubborn and unswayed to kill anyone at all even major threats and enemies until they kill someone around him or cause a war and then and only then does he take action. Governor and Shane were the best there ever was or ever will be in TWD, Rick and Negan come close second, and I guess we can say Daryl, Carol, and Michonne come in a close third for those who think they are special in some way when they aren't.
