It's a flagpole carrying the Welsh Guards Regimental Colour which has been covered to protect it from the rain. The troops are from the 1st Battalion Welsh Guards.

No, they are the Welsh Guards. The video was shot from a height so it makes the soldiers look much smaller than they actually are. PH Brutus, the blue roan Belgian Draught police horse to the right of the troops, is a massive horse yet looks like a pony in this video.
