It doesn't need one. Having four rotors allows the quad copter to stabilize by tiliting its four rotors in different directions to stabilize the aircraft. Pretty neat stuff

Jets are only beneficial at high speeds when taking off and landing vertically you don't want to move a ton of air thru a small area that would damage runways and kick up rocks as shrapnel.

Scaling up something like a Harrier to do this job would be extremely impractical, if not impossible....
