In this video I break down my process for creating a short film set in a sci-fi city that I made from scratch in Blender. The scene was rendered in Eevee.

Make a UV sphere (the bubble, as you call it) and use an array modifier to turn it into the amount of individual bubbles that you need. Then apply the array modifier, and select your object with the bubbles. Give it an image texture and then go into the front orthographic view (mine was Y) and UV unwrap it using the Project From View option. This will apply the image from the front. That’s how I did the texture.
