Tenacity jacket is actually better in most scenarios in my opinion as on E you only lose around 7-8% total dmg compared to stalker while gaining MR and 10% more dmg on Q and W from the armour also this allows you to use the bigger 9m range of the astral more compared to the 6m of the stalker

Yeah definitely for smaller scales my issue with soldier armour is demon armours eat you alive and the 5 second longer CD of it slows down your engage but definitely a very good option.
