I have so many questions. Why would someone steal a baby dragon and then abandon them at an animal shelter? You would think someone going through the trouble to kidnap a dragon would already have a buyer or a use lined up beforehand. Was it someone who rescued it from the original kidnappers, but didn't want them to know? Why didn't the fay charge them some ridiculous price just to put them in touch with the parents. Then make a deal with the parents for the location of the person who had their child. Of course the fay would neglect to tell the parents that the person who had the child was a good samaratin, and not the actual kidnappers. Stuff just writes itself.

I can think of a few reasons. Buyer pulled back deciding it was too dangerous. Could have been a chance kidnapping, and then the kidnapper not finding a buyer willing to take the risk. Kidnapper might have just let it loose and the person taking it to the shelter found it. Didn't want to get involved, but felt bad just leaving it there, so delivered it anonymously. Might have just got lost and got found, and the fae BELIEVE it was a kidnapping, or even two different points of view: it looked lost to the person and so he took it to the shelter, but from the point of view of the fae it was a kidnapping because the dragon was safe and sound where it was. All of the above could make a good story, especially the latter two.

Isn't that how D&D Dragonborn are made? A polymorph dragon is impregnated by a human noble and the child is left without parents untill it becomes old enough to activate their latent genes and magic?

Dragonborn aren't what you're thinking, unless they changed what Dragonborn are, which, is a race unto themselves. other wise, half dragons are what you're talking about.

Nah. What you described, are half dragons. Dragon born are an entirely I dependant race, whose genesis was bought about by the same elemental maelstrom that created dragons. Just much much later in time. And this their forms and connection to the elemental plains are significantly diminished.

I doubt that. If you understood their nature. The nature created by the culture responsible for the mythology. Nothing made of matter, would willingly go anywhere near them.
