Best way to describe Liberty City is calm before the storm. There are times where Liberty City is quiet: No shootings, fights or murders. Even Pork & Beans has periods where it's calm and peaceful, but when violence breaks out, it breaks out with a vengeance.

Liberty City is definitely not a spot tourists should be spending extended time there. If you're just curious about seeing the hood then you can visit there for a split second and probably won't have anything crazy happen to you.
