As for Billy's face, the show runners intentionally went very minimal and understated with the scarring, they didn't want the audience fixated and distracted with his appearance. I think they were also trying to avoid feeding into the rather tired trope and stereotype, of the scarred and disfigured villain, especially given that he was a lying, murdering, backstabbing, POS before the scars, unlike a character like Harvy Dent. And lastly, they didn't want the show to end up looking and feeling Comic Booky, since it would detract from darker, raw and gritty feel of the series, which was a staple of all the Netflix era series.
