The actual song is called Backbiting, its from a 2006 horror game for the Playstation 2 called Rule of Rose. It was created by the game music artist Yutaka Minobe (Sonic, Little King's Story and more). You're welcome (sad to see how many dont know this).

What makes this song so good is the fact that it holds some sort of mysterious tune inside of it. Considering how you can learn a lot of things from the people at Cafe or somewhere around it, it gives off the vibe all while playing a nice Cafe tune to it. It even has a sketch like sound in it that represents the shady stuff that you'll find in Kingdom of Rose that involves the Cafe, like Rip_Indra's schemes or Don Swan imprisoning Red Head. I don't know if the devs had the intention for doing this but it was genius.
