Well, I don't know about that, but Graham Coxon is an amazing songwriter. His solo albums are phenomenal.

@@Edwin-ne2br as a huge Die hard John Frusciante fan I must admit for me Graham Coxon is better than him , why? because the way he writes guitar parts his odd way of writing electric guitar parts the way he use effects as a paint brush and his acoustic guitar playing is head and shoulder above John and not to mention chord progression Graham writes is always much more complex than simple chord progressions John and Chilli peppers use ( 90 percent of their song is in a simple minor or major key while I dare you to go and analyze a song like coffee and Tv or this is a low or any Graham solo works. in general I think most british songwrites write more complex chord progressions than american songwriters thats why most american guitar players play lots of guitar solos because the chords behind is so simple don't get me wrong I enjoy their music too ), again I must say I love John and Graham and also J mascis and stephan malkmus and thurston moore and lee ranaldo these are my favorite guitarists but yeah the more I listen to Graham the more I enjoy and the more I learn from him.but what say was just some technical and personal reasons, music is all about love and art so Its all about feelings at the end . so nobody is actually better than any one else so ... ;)

Don´t know, which he uses for this particular song/sound, but there´s a number of videos on yt, where he explains his most often used pedal settings.

I think it sounds like two layers of distortion (probably from Rats) and a slapback delay. I would guess he has the volume down for most of it and he pulls it up in the nastier sounding moments.

The modulation early in the song is a line 6 effect from their multifx box at the time, pretty much just the standard setting in the box. You just hit yhe chord and it arpeggiates. Cant remember the name sorry.
