The movie has no flaws, or very few to be specific... But when it comes to power, almost all live-action superheroes will get folded like paper... He actually overloaded David with 1.3 zettatons of tnt, and not stopping... If we quantify it to a million times since he has infinite strength, we can put him easily in the 5-A AP category and rising, World Breaker Hulk indeed

Perhaps you could say that hulk (2003) was similar to Denis Villeneuve's DUNE now, but at the time, the audience just wanted to see Star Wars. Maybe nowadays the audience can appreciate hulk(2003) more.

His strength is limitless - After all that, they got nuked immediately and Hulk tanked it.. He even turned to Bruce before the blast was fully cleared... He never killed a single human, at least intentionally, and spanked the military and fought his dad the same day without getting any physical damage nor breaking a single sweat.. Even the Avengers in Endgame and Zach Snyder's Justice League combined cannot stop Eric Banner...

This movie is for adults, while the mcu is for kids, who don't know what powerscaling is at all.. I have edited some other things he did and quantified them in the comment...
