The problem is a lot of the "Yes" or "No" questions are asked in a gotcha sort of fashion and "Yes, but..." is a more reasonable answer. If the official just answers "Yes," the then person asking the questions will twist it into their version of events rather than what actually happened or at least another way to look at what happened.
