This was premeditated because Turner knew it was going to be a violent collision and protected his groin area. This is similar to a person driving a car too fast when the light is red and you hit the brakes too late, causing you to rear end the car in front of you. In this case, DiVincenzo got rear ended by Turner. If Turner had not placed his arms in front of him, he might have suffered a serious groin injury that could have caused him to miss the entire series.

To be honest it was more of a flop than a moving screen. When they review moving screens they should call the flops. It's likely that the refs just had a bad night, but it's hard not to be a conspiracy theorist with this call, the Nesmith phantom kick ball that would've been a fast break, the Haliburton steal and incorrect foul call that would've been a fast break, and the Brunson foul on Turner that was overturned... all of which were at pivotal moments in the game.
