You would think they would cater to all tones in the country, and it has improved in the right years I've lived here; but unfortunately some companies are still behind. Have you tried Bobbi Brown? If you were talking about the Hollywood filter it's an illuminator, with natural undertones. Yellow is usually the best undertone to illuminate darker skin, though not always. She used the concealer as foundation. Dunno if this helps!
