I had to look this up - so I may be wrong. Apparently there was a festival the government holds each year but they had some challenges with rescheduling, etc. so the idea to save it was to add K-Pop performances and apparently they asked Hybe for help and whether BTS would perform last minute. The answer was no but apparently Hybe sent tens of thousands of picture cards/merch for them to use.
