Is it legal to operate diesel school buses in your state without DEF? I am asking because I think there is no DEF in this school bus.

You are correct on no DEF. Yes non-DEF vehicles are legal to operate in California. There are a lot of school districts and contractors that still have them in their fleets. Many are on borrowed time, but still on the road.
