Those new foundations are quite massive for a fence also the shape looks like the base for coaster supports! May actually be for a potential giga that comes (too) close to Phoenix Rising and they dont want to halt operations for pouring foundations in the future so close to the coaster so they already did it now when they have the time and space...

The footings behind the first element of PR are for coaster supports, at least by the looks of it. They look too big to be for a fence. New coaster 2025?
