A run on toilet paper left shelves empty across the US. But why did this happen? Turns out, it wasn't just hoarders' fault. Sure, panic buying was part of it. But coupled with a division between commercial and consumer manufacturing of toilet paper, rolls were cleared from retail stores. We spoke with a consumer behavior expert to unpack what caused the panic buying. Then we learned how two toilet-paper manufacturers kept up with demand.

With my nation of barely 5mill people, we will never run out of food. Cause we make food enough to feed our population 18 times over in calories. And that number could be higher if it was not for fishing retrictions. That could be eased in a time of need. Toilet paper is more of a concern. Thus we got a shortage :P

Isn't the first time this happened. During communism, toilet paper was luxury and almost never available in many countries under the regime. It was a bit of a running joke here in the spring, that we are going back to the 1950s.

The most satisfying thing I saw was a guy try to return 18 packages of toilet paper and the store absolutely refusing to give him a refund. He found absolutely zero compassion from anyone in line.

The best one I heard was a man who bought up $10,000 worth of toilet paper and hand sanitizer, tried to sell it on ebay and got his listing shutdown for price gouging, got refused a refund and got put on blast on national news by the owner of the shop and then was forced to donate it all to charity for free.

It's because the people who did all the hoarding of toilet paper had this idea of being on lock down/quarantine for a very long time, eventually not even being able to probably leave their house for essential goods/purposes.. or they literally were so afraid and media struck that they had absolutely no intentions to leave home until the "good word" was said and allowed them to carry on with life.

Actually the reason China and India didn't hoard toilet paper is because there's a lot of poverty there and people often don't use tp. In China public toilets don't supply tp or soap, in India people shit in the streets and canals.

Rolls are bulky, even without ultra-hoarders in the mix it doesn't take that many people buying ahead of the time they would normally have to end up with empty shelves. Still midway through the 12-pack I bought some time before the hoopla started so I don't know it went in France, but I do know there was a rush on wheat flour because I regularly buy it to bake. Funny thing, there wasn't really a shortage of flour itself, again more a disruption of normal buying patterns, many of the places that packaged the 1kg bags typically sold in supermarkets ran out of *packaging* and supermarkets weren't always able to shift to the 2.5kg+ packs that typically went to businesses that suddenly needed a lot less of them when everybody was at home.

Except before the pandemic I went to the supermarket multiple times a week, its not possible for me to go once a week and only buy what I used to buy.

That's pretty much what I've been doing; shopping about once a week. Although I've always had a stockpile of pasta 10lbs, and 25lbs of rice, because I use them often, and it's handy to have for going camping.

Mike Bastian, actually they take up less space than a toilet paper holder. Handheld bidet’s are small are very efficient in cleaning your bottom.

It's really stupid when they know they can clean better with water. The amount of trash TP leaves behind and the water wasted for production... Same reason parents switch to cloth diapers, girls use menstrual cups or washable cloth pads, and cloth wipes instead of tissue papers.

I bought exactly 2 rolls towards the end of the great TP run in the US, just to be safe. Once the stores were fully stocked, I hadn't eaten into either of those two roles. So yeah, hoarding was bad, unnecessary, and irrational. There is going to be a giant decline in TP demand for a while as people work to draw down their absurdly large stockpiles.

In Australia the panic buying was ended by the use of colourful easter bunnies taking over all available space in what was formerly the toiletpaper aisle, to the point that there were great specials on the bog roll by May as shops desperately tried to clear the oversupply. 2 years on & the games continue though, so everyone here now maintains a stockpile in their home, cause it's become the norm for shelves to empty whenever anything interesting happens in the news

One detail that was missed was how much space toilet rolls take in the store, so if people start buying a little more than usual, the shelves start looking empty sooner than other products, causing a panic that just amplifies over and over.

In late April I moved from northern Maryland (~1-2 hrs from DC) to rural North Dakota (2 hrs to the nearest large store). It was so crazy seeing the difference. In Maryland I hadn't seen a paper product on the shelves in months. In North Dakota, the shelves were and have remained almost fully stocked. It was so interesting seeing how distribution was also playing a roll in toilet paper shortages. For the record, the only thing the grocery store here has run out of is pancake mix - every time I go that shelf is empty!

Yeah because entire population of ND is half the size of population of twin cities in MN or 1/4 size of area near DC. Throughout the pandemic I lived in Grand Forks, ND and never felt scarcity of Toilet papers in stores in town of 57000 people.

Andrew Anderson water shortage did not happen in many Asian countries except India. Washing with water and soap and using bath towel to dry is a common thing.

Hmm I just continued on as usual seeing as how by March (when everybody began freaking out in the US) China had already come to grips with the virus and had already started loosening their lockdowns so I didn't see the need to make a mountain out of a molehill just because the media said I should.

Here in Australia it wasn’t the issue of manufacturing toilet paper, there was plenty. The issue was with the distribution and getting the toilet paper into supermarkets. Laws here actually needed to be amended to allow for 24/7 deliveries to supermarkets and extended truck drivers logbook hours to keep trucks moving. Super interesting stuff

We like to be able to sleep at night, not be kept up by noisy trucks delivering stuff (normally, we were fine to relax those laws during the pandemic to get the bog roll) & we also have really strict laws to protect consumers too, price gouging is strictly prohibited & normally there are competition laws that prevent monopolies that stop different store companies from being able to talk to each other to co-ordinate supply chains as well, which again needed to be relaxed/temporarily removed so as to get the most possible products to the most possible people by having all stores co-ordinate to do so. We also have a tonne of other laws that would be incomprehensible to America, on top of companies not being allowed to increase prices for anything because of the pandemic & people being willing to pay more, we also have laws prohibiting companies from dumping toxic waste into our water supplies, into our food & even into our air. Pulpwood is just junk wood, all the bark and branches from timber processing here in the Northwest USA are turned into pulp. There's also trees that are grown just for pulping, because the wood produced by the trees doesn't have the properties needed for good lumber.

I’m still confused why grocery stores didn’t just buy commercial toilet paper to sell. They would have sold just fine with the demand. Despite not having the large toilet paper holder at home.

Supply chain. The grocery stores don't have a relationship with commercial suppliers to get toilet paper to their warehouses by the truckload. And then the commercial paper isn't packages and labeled for individual sale, so it would need to be repackaged and barcodes would need to be added, but the grocery stores don't have the facilities to repackage toilet paper anywhere in their supply chain. And the commercial toilet paper suppliers don't have the machines to package the toilet paper in a way suitable for sale in the grocery store.

We use old cut down towels sewn into squares, better for the environment, better at cleaning, washable, cheaper and as we have a self contained sceptic system, it needs emptied less.

What I understood about the shortage in supermarkets is that it also has to do with the fact that it takes up lots of space and margins are thin, so supermarkets want to have as little stock of tp as possible, so when people start panic buying it just takes more time for truckloads of tp to come from the tp storage to the supermarkets. In the Netherlands when supermarkets were empty a video went viral of a guy driving around a warehouse full of tp saying: don't panic people, there's enough tp, it just takes some time to roll it out to the supermarkets.

Unfortunately, we were running out of TP at the time this whole thing started, we were down to one roll before my wife was able to get a package. Previously, I had gone to Costco for another package and felt silly asking one of the employees who was unloading the truck if they had more. I imagine he thought I wanted to hoard it like everyone else but we did need it as we were close to having to use the left hand. He did not know this.
