I thought "raff pairs" were scored like sim pairs, ie nothing established if second bird a no bird. Everyday is a school day

Typically in competitions the first bird is always established unless the trapper messed up.

@@icebear4849 wrong. first bird established only applies to report pairs. Following (or Raff) pairs are treated the same as sims. Ref should have called "No target, pair again, nothing established." If you want to check, it's in para 24.22 - 24.24 of CPSA booklet 1
