Dio can stop time, but no matter how many knives he throws or how much he MUDA MUDA MUDAs, he can't hurt Kars, especially if Kars was an Ultimate Lifeform. Kars can just get him while time is flowing. The only way DIO can hurt Ultimate Lifeform Kars is if he already achieved Heaven and had the The World Over Heaven, but EOH isn't canon anyway.

Depends on which Dio you use, if you limit him to just the 9-11 second time stop its possible he would still win as even Ultimate Kars brain is still the only thing you need to destroy to kill him and in time stop he has no defense against that. However even this is still too short of a time stop to say for sure he would be able to kill Kars for good so its still an iffy fight. But if you go with DIO's time stop growing the more he uses it like it was during his final battle then he wins period, even if you say Kars could regenerate his brain at that point DIO would be able to cause so much damage to Kars during time stop it wouldn't matter. He could even eventually send Kars into space just by moving him using his stand if it wasn't possible for him to completely destroy him.

Kars has harom stronger than any JoJo characters. Dio can't rely on the world to kill him. Any sort of explosives and even high velocity volcano stone can't kill him.

Does Koichi have any real devastating attacks? Like, he has his 3 freeze and his ability to make sounds perform action, but Kakyoin has his emerald splash and barrier. If Koichi was vastly smarter, I'd give it to Koichi. But I don't think he has any feats on par with figuring out Dio's ability.
