Gov't is totally clueless when it comes to pollution. IE: How many boats have catalytic converters? NONE, they just exhaust directly into water If they were REALLY serious they'd enact a nationwide hydrogen mandate. Hydrogen can be made with water and solar power - Europe has hundreds of them!

amen. new cars are junk, anything newer than 2000 you can see the quality degrade year over year. until the point we are at now, where 6 year old cars are going to the junkyard. meanwhile, my 1987 volvo 240 still runs perfectly, original engine and transmission, over 400k. no monthly heated seat subscription fees either.

Years ago, California had an agency called the Inspection and Maintenance Committee. They would do an independent survey every two years. The last review they did in 2009 showed that the total number of pre ‘75 vehicles on the road made up less than .05%, and even if they were removed, the impact on air quality would be insignificant. The committee was disbanded shortly after that, and all records and reports have disappeared. But the bureaucrats do know the backlash they will face if they try to push too much legislation on us. And always remember, it’s not about air quality, it’s about money.

Plenty of bad things they’re up to for sure. But in this case it’s more about people justifying their jobs. They have to create a problem in order to create a solution. From what I’ve heard, one of their latest concerns is amount of hydrocarbons venting off cars stored in garages. As ridiculous as that sounds, that’s low hanging fruit for them to go after. My speculation, some brainiacs will come up with a carbon canister gas cap they will force us all to buy. Enforcement will be impossible, but if you’re stuck buying one you might use it. Then they can celebrate about how they once again saved the world.

I was born and raised in So. Cal. and left at age 20. I live in Arizona now and I don't miss Cali one bit. In seven years, I have driven my '71 C10 about 10K miles and I'm exempt from emissions testing. The state should be called "Californication" because it's always trying to screw it's residents!

I have an old vehicle, I prefer them. It isn't about the environment, it's about control. They want control over every aspect of our lives. My '47 Frazer, which I've had for 38 years now and only drive maybe, twice a month, I'm sure causes no problem to our "environment", but they'll make an issue with it. A future electric car, with a computer in it's dash someplace, can be traced, tracked, and who knows, shut down remotely, if they so choose to. An old car they can't control and so, they use a drummed up environmental issue, to do so.

I've lived in San Diego for 30 plus years. All my former and present vehicles are registered out of state. I learned from my neighbors down south from Tijuana. These cars and a boatload of klunkers are unregulated. I drive a 1995 5.9 v8 Grand Cherokee straight pipe with North Dakota plates. Register your cars in Nevada or Arizona. South Dakota charges $55 dollars every 3 years.

Used to be said, there are 49 other states that are better. Unfortunately that number is decreasing. Washington decided to build light rail to fix the congestion because the roads have no lanes. It’s only costing the taxpayers something on the order of $1-1.5B per mile of track. Many areas paying for the service won’t get it, and others won’t get it for another 15-20 years. Oh, and our governor softened his stance on gas powered cars. It was originally slated that 2030 you couldn’t buy new and 2035 to register. Now it’s moderated because of California (shocker) to 2035 to purchase new.

Yup, seeing these comments about current gas prices all I can say is YIKES! Gas here in Northeast FL last fillup on 87 octane was $2.87 / gallon, but seeing these CA prices I'm gonna stop complaining about paying almost $4 / gallon for the now widely available ethanol free 89 octane I run in my motorcycles!

I'd like to be able to drive anywhere I want, but all of my cars rely on paved roads; I don't own an ORV. The last time I saw a major road construction was about 30 years ago, and that superslab cost over $10M per mile to build. For the privilege of driving on those nice paved surfaces, I am willing to pay through the taxes on the fuel I buy and the houses I own. And my newest car is 33 years old.

I went to the CARB website and there was nothing to confirm but the suggested legislation, fortunately. However, I did read the allegations on 3rd party websites. I almost wonder if they are testing the waters. I also feel that they would not want to muddy the waters prior to an election year. Many that participate in the classic car hobby are well established and mature individuals with little to no tolerance for legislation that would impede on their hobby. This includes, hot rods, low riders, drag races etc. it’s a broad stroke attack on a vast demographic.

Every month I go to Java & jalopies vintage car Meetup. It's been really fun California has their heads up their butt. I own 4 cars, 2 of them "hot rods", and my 35 minute commute is by bike. Having done that for the last 25 years, I think I am entitled to this opinion: If you live less than 30 minutes or less away from work by bike, unless you are physically or otherwise health disabled, you should find a better way to commute than by a single occupant automobile. See if this makes sense to you: Consume a lot of fuel, generating a lot of pollution to move a vehicle weighing over 3000 pounds to haul a load that is 5% of its weight (you), contributing to traffic jams, and then fighting for a parking spot, and possibly contributing to America's health problems such as obesity, heart disease, and other problems associated with lack of physical activity. The funniest thing I see everyday is at a stop light along my commute. Some times I get stopped at that corner, and next to it is a health club, with a line of stationary bikes along the front windows, and people huffing on them.

I lived in SoCal from the late 50s thru the early 2000s. One of the common daily sights was gray smoke haze layer you could see in the San Gabriel Mtns. Recently I made a quick trip back into the LA area and as I was driving out to leave I noticed same gray smoke haze layer. Seems like there has been misguided focus on the source of pollution. 50 plus years of ever increasing automobile pollution controls and no improvement. I don't think getting rid of old cars will make any difference at all.

The city of Long Beach is expanding their cruise ship docking port next to the Queen Mary to allow for two more ships. Making for a total of three. The amount of pollution expelled by a cruise ship for the sole purpose of 2400 people to putter up and down the coast for a few days is MASSIVE and many of those people on these cruise ships are from neighboring states! BTW, Liane M. Randolph is the chair person of CARB. This is her plans for California.

I drive a 65, for many reasons. Registration and insurance are cheaper, no smog bullshit, I can work on it myself, no digital crap, and I dont owe the bank. Easier to find my car in a crowded parking lot😁, I can lean on the car and not dent it!

In 1978, while living in Vacaville Ca, I bought a 1964 F100 and because it had a 1969 429 in it, I had to smog certify it to 1969 standards. Cost me a weeks pay and I removed it as soon as I left the certificate facility as it ran like crap. Rediculous Ca bullshit has been happening for decades.

They wanted to know how often I drove, where I drove, how much fuel did I leave in the tank, where did I park it as in a garage, under a car port, etc. And a whole lot more if I intrusive questions ... ... I felt like returning a letter of my own, in effect: Dear Nazis ... We have a contract. I am a licensed driver, in good standing. My cars are insured. My cars are registered. Therefore, I am upholding the terms of our contract. And you must uphold your end. You do not question the use and driving habits of ANY vehicle owner who is upholding and maintaining the terms of their State contract, whether they be classic or modern. Period. ...

They have been already doing the same non-sense for decades with red-sticker off-road vehicles (mostly 2-stroke motorcycles). They were referring to principle, while has not mattered to them, that these vehicles were rarely used to begin with. Meanwhile several thousands of 2-stroke leaf blowers have been operating by migrants hands all day, every day in the cities.

Very interesting video, John and thanks for it. Here in Europe it is very similar. Probably even worse. What about the production of batteries for electric cars? Is electricity made from air? Total nonsense. It is clear that those who have a classic car do not use it every day. This is somewhat of a lifestyle and a hobby. Othewise I would never change your Chally engine for a modern one.

Even with the modern fuel injection stuff both California and the Fed are banning us from using unlocked programmable ecus in our cars. Going as far as raiding ecu tuning and supply wholesalers as if they were drug traffickers. The irony of course with ecu tuning the closer you get to optimal air/fuel ratios the cleaner the engine burns and thus lower the emissions.

The classic car industry is huge, and the results of the custom car ideas influence all of the major car manufacturers so all of us can enjoy really nice machines to operate in our daily lives. There are also those of us who can't afford a newer vehicle which include, bank loan payments, high insurance to cover the cost of the new vehicle should it be in an accident, and now the high cost of registering the car including smog inspections.

I think that when an engine swap is done there should be a update to the title being in the event modern engines are installed it technically is a newer version of its original manufactured condition also normally if someone does a engine swap they aren’t only just replacing the engine it’s a complete overhaul & rebuild frame off type of restoration that way the vehicles chassis can handle the performance modifications such as suspension & braking capability

Australian here. There was some talk here about banning old cars,as they are polluting. It never went anywhere. But never under estimate the politicians and the public servants as they dream up crap ideas to justify their own jobs.Our car fleet is old , nationally, average being 15 years, I believe. But cars from, even the '80',s are very rare on the road.

My suggestion if CARB bans driving old cars altogether: move to Pennsylvania. Here you can get a classic car license plate which excludes you from emissions or safety inspections, under the condition that you don’t drive more than x amount of miles a year ( I can’t remember the exact number) which they don’t enforce. even if you modify a modern car, the police usually don’t bother you unless you have really dark tinted windows. Also it’s my opinion that CARB should be either dissolved or stripped of most of its power.

Last time I checked, the purpose of a vehicle registration means that you are paying for the privilege of driving the public roads. Now if the State refuses to register them, well that would be a different issue.

Guys look it up.. They group cars with diesel trucks and airplanes for measuring our CO.. why arent just cars seperate? One airplane flight puts out over 300 pounds of CO.. its a scape goat and we pay the bill is why we are grouped in should be seperate.. government dont wanna pay up so group us and say our cars are the issues..

It's about control. It's about tracking newer vehicles, insurance company kickbacks to legislators for info, driving habits, and monitoring routes of vehicles to affect insurance premiums and claim coverage or denials of claims. I don't understand how a country like the USA or Canada with its fairly low rates of pollution need to squeeze us working class to death with taxes, carbon taxes, killing of classic cars, etc... We sent most of our horribly polluting manufacturing overseas, and then politicians claim how we reduced emissions... we didn't... we sent them elsewhere... Such a mess...

Colorado has recently been trying to adopt emission laws similar to California. Its unfortunate and and people really need to pay attention and see how much of a racket it really is. Recently here they have made it basically illegal to have a federal catylitic converter and you need to spend thousands not hundreds more for a California certified cat for an emission issue that is fundamentally idiotic. Pretty soon it will be you need to pay to make your classic car have 4 cats or whatever else they deem necessary you know to protect the environment. Because electric cars dont have negative environmental impacts right? We charge them up with happy thoughts and rainbows. And the batteries come from fairies for free not from lithium mines.

It's generally a good investment. I do lots of work on cars, +33 years. My Truck already has a new transmission, engine is next. My Honda is newer, but needs an oil pan, rack and pinion, gas tank seal at the evap hose... to the top of the tank 😮... Lots of work, but only way to pass our Ohio emissions test. We do lots of timing gear jobs and new engine(s)... Not many are unhappy. There are a lot of expensive upgrades, like fuse box and power windows, but with all the bells & whistles? 🤔 Only the frame / body condition dictate limits 😂

It seems to me that if someone "upgrades" a classic car with a modern engine or other current running gear then the vehicle should be fair game for regulation. Classic cars in their stock form or with period mods should be grandfathered in perpetuity. I own a 94 Nissan 300zx in British Columbia and that is how the province here regulates classic vehicles. They also provide reduced insureance rates, acknowledging that classic vehicles typically have limitied use.
