Can a laptop charger charge a phone? Yes! If the phone and power adapter both use USB Type C, then you should be able to use the two safely. It may not be as fast as charging the phone with a dedicated phone charger, but it will work in a pinch.

Can't think of a situation where battery health, if that's what you mean, could be affected. Actually, it might be even beneficial because you're not using fast charging

Also my phone charger charges my laptop just fine , at a slower rate that is, both are PD compatible.

If there is a problem, it is caused by the device being charged. Many cheap Chinese devices - e-cigarette, small soldering irons, flashlights, etc. use the USB-C connector (because the market want it), but do not implement the PD protocol. Such poorly made devices wants +5 Volt 2 Amps fixed, and do not accept or conduct any voltage negotiations. Basically the manufacturers replaced the micro-USB connector with an USB-C one, leaving in place the old charging circuitry. You realise the scam when they write "Use only the USB-A to USB-C cable provided to charge the device". Your best course of action is to use a non-PD power brick, and buying a quality device next time. Any well made device will accept a charge from any PD charger. I use a 140 W U-Green power brick to charge all my devices with no problems. The PD standard is a great victory of universal standardisation, and everyone can enjoy its extreme compatibility...
