People don't notice it but this guy made the title under the flag of Rome IPQR which means Imperator et Populusque Romanus aka Emperor and the Roman People, this is in contrast with SPQR, Senatus Populusque Romanus aka The Senate and the Roman people which would indicate a Republican Style of Government.
