It isn't HoF trajectory. It's pretty much HoF chances if they stopped playing right now. It looks like they're using the Pro Football Reference Hall of Fame Monitor scores. It typically under values current players, because they're unlikely to get bonus points for being on an all decade team and don't qualify for a bonus of having a certain percentage of their career as a 1st team all pro. In this case, if Fitzpatrick retired right now, he would get a bonus for having a majority of his seasons as an AP1 which would jump him up to around Tyrann Mathieu.

I mean, he is probably borderline at best. No 1st team all-pros, 1 second team. Never close to getting an MVP. His career counting stat (Yds, TDs) accumulation is quite a bit below other QBs that would be considered his contemporaries. Plus the last couple years of relatively poor performance have taken a lot of the luster off his reputation. If he gets in, he's definitely on the lower end of HoF QBs.
