Can you Decoupage on Plastic ?
I couldn't resist showing the product in the thumbnail, and that's an obvious giveaway. You can decoupage on plastic and here is a quick tutorial on how to do it.

Thank you for this! I was trying to adhere vinyl travel stickers to my plastic luggage & they wouldn’t stick! I the used chalk paint & then decoupage and they finally adhered!!! Thank you for solving this for me!!!!!!

I hope life has gotten easier for you. Tulsi/holy basil can help with the stress as well as an "adrenal cocktail" drink that is just citrus juice (for vitamin c), cream of tartar (potassium) and sea salt, taken on an empty stomach. Dispenser is looking really gorgeous but I doubt even after 3-4 coats of varnish it will b totally waterproof as soap dispenser will b in direct contact of water regularly, what can b done for that

the varnish can only make it water resistant. not completely water proof. its still paper paint etc at the end of the day. it wont behave like glass unfortunately
