Do the hydraulic cements adhere to 100% silicone ? I would be adding the hydraulic cement next to a 100% silicon patch (underwater) so they would share a border.

What will be the impact of water if the water fills up completely in excavation after one hour of pouring concrete to footing and water is kept filled for one week?
