Picards character didn't hate children, he's secretly afraid of behaving around them because he's not a parent and he's a commanding officer filled will duty and honour. But the Enterprise D is a family ship he had riker as a personal request to make sure Picard didn't make an arse of himself around children. But I'm glad Picard slowly adjusted his life and including Wesley on the bridge to apriciate and care for the children when he encounters them.

That also goes for Patrick too. Denise Crosby once said on set to him to loosen up a bit and apparently fired back about how, as professionals, they should be more serious. But evidently, as the show went on, Patrick did learn how to have a bit of fun on set. His laugh in the cargo bay in the episode "Up the Long Ladder" was unscripted, and his line that followed about bowing to the absurd was a desperate ad lib to preserve the take

This is the first episode to air in the New York City area immediately after Gean Roddenberry's passing, the predominant broadcast station for "Star Trek the next generation" WPIX channel 11 in New York put up of commemoration of Gean Roddenberry just before the episode aired, now you have to remember that Mr. Roddenberry passed away just after this episode aired on the West Coast, but on the East Coast in New York we hadn't seen it yet, and the sequence of events in this clip of that episode are positively flabbergasting in consideration of the title of the episode being "Disaster" and then Captain Picard just before he steps off the bridge into his ready room says "you have the bridge number one" and both Commander Riker the young girl only recently having been given that title by the captain himself answer him in response, and the captain looks back at the two of them, smiles and winks at the girl and steps out with the door closing behind him, and we see the enterprise proceeding on its journey with the right and proper music playing in the background indicating that the never ending adventure continues with the vehicle that Mr. Roddenberry gifted us with and has bestowed upon us. Now this next part takes a little intellectual place shifting, with Captain Picard stepping off the bridge and winking read Gene Roddenberry's passing permanently from the scene, and passing the baton to Commander Riker read Rick Berman, and as for the young girl the new recently titled number one read the next generation, and as the enterprise continues on its journey receding into the background they put up executive producer Gean Roddenberry and executive producer Rick Berman we know that the creator of this most powerful vehicle of storytelling has left it in capable hands! So for me whenever I see this sequence of events on screen it represents karmatic movie magic, and unbelievably beautiful poetic irony!

Space ships would probably have some strictly for military use, therefore no civilians. Actually it fits well if you subscribe to how TNG was essentially the tail end of decades of peace with the Federation. There were no major conflicts. Sure, the Cardassian border wars but that was a conflict of restraint rather than one of firepower; it was all about ground force engagements, not in space. So in decades of peace, Starfleet got soft and built grand luxury liners with the logical choice being to bring families onboard. The Borg and Dominion wars were eye openers to a generation that had no dealt with this kind of conflict.
