Is it possible to cut out a sword from a steel plate that isn't a machete or spatha but more like a long sword to essentially skip 90% of the forging process?

I guess you can but it might be too thin but it would be great for cosplay and making whoosh sounds

In my opinion, that's not a good idea, steel plates are usually cast, so it will have all the weaknesses of a cast blade. Forging, especially with steel, is the most reliable method. Also, you would skip having to cut then grind a full thickness sword blank to form, because the majority of shaping and forming is done during drawing out the blade. In short, it's possible, but will produce an interior blade likely prone to the weaknesses of cast steel
