In 2018 many Western officials were outraged by a 9th Circuit Court of Appeals decision that said Boise, Idaho's ban on camping outdoors - aimed at deterring homeless people from sleeping on the streets - was "cruel and unusual punishment" prohibited by the 8th Amendment of the Constitution. Now, the city of Grants Pass, Oregon, has challenged that argument before the Supreme Court, and what the Court decides will impact how all cities and counties across the country can handle the unhoused. Correspondent John Blackstone reports.

@@fumiyama165 wow, just wow. There's exceptions to anything, but you are aware there are people working full time jobs in good ol' America, yet they cant even afford to rent a room in some places. But yeah, tell yourself its not the corruption of this country causing it. We can have multi billion dollar galas for celebrities and political bribe, I mean "contribution" fund raisers, yet cant afford to have housing or buildings specific for people to afford, sleep and get help. Ok then. To paraphrase George Carlin, there's no money in fixing it, so it never will be down.

What the Supreme Court should really be doing is making it illegal for corporations to own a house. Make it only legal for just normal people to own houses. No houses for rent. No houses for big corporations.

It's not really part of the case but what they really should do is make growth management (i.e. "Smart" Growth) illegal. Stop letting cities restrict the supply of housing and we'll stop having a shortage of housing.

Home Prices are too high. With rates not subsidised in ’24 and mortgage still high , currently seeking alternatives to maximize savings without an RV move or taking a loan. I’m seriously contemplating the latter.

Yes, People can't afford a 2200$ Apartment if they only make 1500$ or so on a fixed income or have minimum wage jobs, Rent being so high is what I would bet, most of the problem.

It's totally counterintuitive and like saying "yeah we're penalizing you for your unfortunate circumstance of homelessness and as soon as you don't pay, will separate you from your families and or lock you up!". There are so many barriers to building & obtaining affordable housing: 1) fewer landlords accepting Section 8 vouchers 2) the gentrification of older neighborhoods 3) the "don't build affordable housing in my backyard" attitude 4) private equity firms becoming landlords 5) landlords joining forces & using an algorithm to raise rents 6) short-term rentals 7) cumbersome & convoluted bureaucracy & regulations that prevents the development of multi-unit housing. All of these reasons contribute to the scarcity of affordable housing.

Corporations buying up property and raising rents so no one can afford them is the main cause of this. There needs to be rent ceilings and rent based on income. If SC rules on homeless not sleeping on streets they better have a solution for this. Greed is constantly rewarded now by politicians. These billionaires want to pursue endeavors, they can start with this problem. Start with the drugs and mental illness that is one of the reasons and step up to the plate for the children, the vets and the elderly.

Private corporations need to get out of the housing market. AirBnBs need to be treated like motels and not apartments, and any corporation dipping their toes into the housing market need to get their licensing revoked. That will help bring the cost of housing down, along with passing rent control laws and lifting barriers for those with criminal backgrounds from accessing housing. THAT'S the real housing crisis in America. Corporations and the governments they buy off want you to believe it's the homeless vs everyone, when it's really about greed.

Zillow, buys up houses, does nothing at all to them, and 6 months later puts them on the market with huge markups, sometimes at double the price they paid. This kind of stuff prevents people from having a home. I have worked with coworkers who lived in their cars for months until they could find a place. The amount of fines they pay when caught, plus jail and court costs is insane.

I can attest to how bad corporate landlord are. A few years ago, we had a bunch of out-of town corporations come in and buy out swaths of commercial real estate and raised the rents so high that no body was able/willing to pay and all the building went vacant. It wasn't long before all the homeless, squatters, gangs and drug addicts started moving in. Luckily for my city, the city government intervene and passed an ordinance now requiring all of those building to have at lease 80% occupancy or risk being fined or foreclosed on. That simple ordinance practically cleaned up our city overnight. But the crazy thing is, is that over half of the landlord just abandon their property and let the city foreclosed on it. You would think that corporations would be out to make money. But why they would just come in and buy a bunch of buildings just to run the tenants out and lose money on it. I just don't get it.

The consistent theme of this video is a lack of ideas/solutions to help solve the lack of housing to begin with. Yes, it's complicated, but u know what isn't complicated? The fact that politicians refuse to put little to no funding to help solve the problem. They back corporations who do NOT pay a living wage w/benefits. Large private equity companies buying up real estate & driving up the cost of housing. These are political donors!!! Follow the $$. It's pretty clear when u see the flow of that $$ 🙄

​@@MrMarkOlsonmany places charge higher property taxes when you do not live there. So if you pay 4000 a year in property tax a 2nd identical one has a property tax of 6000 a year.. ie 6000 is the tax for each but the one you live in has a homestead exemption so a third off

@@MrMarkOlson so there is no homestead exemption on property taxes? In the south east and mid west it is common..means if you own 2 houses that are worth the same the one you live in gets a tax break. So if you move out of you primarily home the property taxes go up

@@3beltwesty The tax break for living in your home is CA is $7000 of the value, which amounts to $70 per year savings. The savings is rather insignificant. Also, if you have homesteaded your home in CA and have giant debts to pay, only $50K of your home value is protected for you.

It's not a money issue. Have you seen some of these trainwrecks of humans on the street? Do they look like they can manage a household to you? What needs to happen is more careful application of resources. Throwing money at someone who doesn't want help won't work. We need to identify the people who are truly "down on their luck" and help them out. The rest of the self-destructive users can go to prison or asylums. They are breaking the law after all...

@@wienerghost1911 If you want the best data, you need to get out of youtube. if you go online, as for data on homeless and their "demographcis". the key to tricking the corrupt algorithms Google give you ["..they are 65 and older..."] is to key in location of origin stats of most homeless people. you go to police reports or even better, welfar organizations or shelters stats for cities who actually HELP homeless people. when you do that, what you get is not older people. It is almost all immigrants or people who have been released from jail or mental hospitals. People who are 65 and older tend to be homeless people IN SUBURBS OR RURAL areas. So the data is technically true but not for the cities.

The reality is… You cannot address homelessness without also simultaneously addressing mental illness, drug addiction, and care for veterans I am sick of the myriad of social services and NGO that attempt to address these intertwined issues by only focusing on one aspect of people’s lives. Housing won’t be solved in a country that sees housing as a means to profiteer and create wealth, a means for speculative investments by corporations, and a means for governments to control how they can raise revenue. There has to be more money invested by everyone to create better social programs. We need universal healthcare first and foremost and we need to ban corporations from being able to buy homes.

The money we spend now has obviously been ineffective and to me that is by design from governments of all levels and NGOs who use these complex social issues as a way to make money, any sort of progress on the issue is inconsequential to the current people controlling that spending and making decisions about these issues… I am saying WE the PEOPLE need to step up and fight against homelessness locally, state wide, and have better national programs in place for all.

and this is the issue at it's core isn't it? No one gets to live for free. Yet the homeless do. And in some states they get to live for free on some VERY expensive real estate. So what do we do with the criminally and continually addicted? YOu can't hospitalize them against their will, but yet they have not the capability or will to get themselves clean and off the streets.

I believe if your home/property is bought and paid for, the State has no right to kick you out regardless of your ability to pay property taxes. You should be able to retire in your own home without the worry of being evicted from what is rightfully yours. Let the State use another means to collect.

Running gymnastics. The Y in my city does indeed rent rooms for $3-4/night, but it tends to be filled with people with substance abuse issues. Not where you'd want your family. I knew very few who were working and didn't have those issues. The next town over, it's purely athletics, and very expensive, as it's one of only 3 larger facilities on the island.

The problem is the drug addiction, lack of affordable housing, mental institutions and homeless shelters have closed, and the cost of living is going through the roof. For safety and sanitary reasons you can’t have people just setting up encampments on public property. Plus handicapped individuals that are in wheelchairs and blind can’t use the sidewalks because of homeless encampments

If I or a family member was blind or in a wheelchair and got injured due to homeless setting up tents on the sidewalks or was hit by a vehicle due to not being able to use the sidewalks I would file a lawsuit against the city. I would also get fellow blind or wheelchair users in the area in hopes of the same thing happening imagine a dozen lawsuits against whichever city for $500 million each. Billions at stake plus the city attorneys cost.

Some cities have a simple solution that works and that is designating a fenced in city owned piece of land as a safe zone with law enforcement present, it is cheap, safe and is sanitary. Ticketing a homeless person with no money is absolutely revolting and is about as fascist as you can get, this is what was done in Germany in the 30's when H!tler came to power and scapegoated the homeless and minorities.

Around 2005 or 06, I trained for a marathon in Santa Monica ,CA. I drove to Santa Monica Saturday & Sunday mornings to train. The beach had a lot of homeless people sleeping on the sand. I started bringing supplies like towels and socks. I befriend a group of 3 young adults between the ages of 18 to 24, and I would talk to them each week. At this time they were not addicts, they were not mentally ill, so I asked how they ended up living on the beach. All of them said they did not want to conform to society’s norms. They did not want to have to work, they did not want to have to pay rent, they did not want to have to pay bills. They said they believed in socialism and were against capitalism. It was very interesting to listen to them. At that point they showered at the beach showers and visitors to the beach provided them with food and small amounts of money. To me they were nice kids lead astray by their beliefs. In Santa Monica at the time cost millions of dollars for a beach front home, but the homeless actually get the beach front property for free. Homeowners have to look at the homeless encampments on the beach. The City of Santa Monica was very generous with homeless people at the civic center with food, booths, free everything you can imagine. This attracted more homeless from less generous communities. Also, some police agencies would advise their homeless of Santa Monica’s generosity to move people along. I call these people society dropouts. Drugs, alcohol, and mental illness did not lead them into this lifestyle. Now with a free cellphone people can entertained all day. A lot of these homeless don’t want to work or contribute to society. In Los Angeles County it has been documented over and over again that homeless people don’t want to follow shelter rules.

The cities and towns want real estate taxes - and it's based on how much your house is worth. So, small homes would yes get people off the streets - but since they're getting more money for letting people suffer, then they don't care. So yeah, it's all about greed.

Perhaps most of these homeless people would have a home if jobs didn't discriminate about un-severe mental illness, past criminality because of drugs, or meeting these high resume standards for a menial jobs. The labor market (corporations) goes through people voraciously. Everyone is disposable if you have underlying health problems (including mental illness). If you don't meet their standards of workforce presentation. God forbid you become old. Corporations would like to open the floodgates to immigration. Their appetite for job replacements has fueled this homeless prognosis.

As someone who has been homeless, through unforseen circumstances, I am angered by this potential ruling. We live in a world that's run by greed. Which helps to cause this problem, what's their solution? To make it illegal to be homeless! The people who make these laws are clueless! First off they are human beings! Everyone is entitled to shelter, food, health care and a basic income in which to meet their needs. To punish people that need help is evil and cowardly! Politicians will never come up with a solution, because there is money, to be made off of the poor and suffering.

Other aspects of homelessness not mentioned here: I was forced to live out of a car for nearly 3 years in San Diego, but worked hard to fix my situation & find a place to live which I did because I'd always wanted to, while others I got to know had either given up, or lacked the mental wherewithal to understand that they needed help. These variables contribute to a very tricky issue because if there are those who don't want help to help themselves, or don't know they need it, what to you do then? How do you judge that particular person towards addressing the matter to come up with a solution that's fair to everyone?

Not all want to be on the streets. What about offering them full time jobs as city workers who clean up trash and abandoned encampments? They can earn respectable pay, benefits and retirement while gaining the self confidence for a better quality of life. The community also benefits by a cleaner, safer environment in which to raise their families in. Seems like a win-win.

Every person needs a place to sleep. The cost of houses and apartments is way too high. I believe that some of the people without housing become mentally fragile because they have no home, no place to sleep, no sleep or very little sleep, no food, perhaps no dental care, no toilet of their own, no shower of their own, no place for their belongings, or their belongings get stolen or thrown in the trash. The list is long. Every person has basic needs that need to be met, in order to remain sane.

Another example of taxation without representation. Homeless are not campers. Camping is a recreational activity. Labeling homeless people campers just avoids doing anything meaningful about the homeless. Labeling them campers negates all humanity allowing officials to make homelessness illegal. We already pay enough taxes, and we should not allow officials to avoid their responsibilities by making people illegal due to financial distress.

The issue we have now is that many of the homeless don’t want shelter, even when offered. In Seattle, less than half of the homeless who were offered an available shelter bed took it. Even fewer of them used the outreach services that were provided to them. The reason: rampant drug addiction. A rule of most shelter is no drug use allowed, so many of them would rather sleep outside and use drugs than sleep inside but not get to use drugs. There’s no solving this crisis without involuntary drug rehabilitation.

It costs $20 Billion to end homelessness here in the U.S. But, of course, politicians would rather spend trillions of dollars (worth of blank checks) funding pointless wars overseas, than actually help its own citizens here at home. At the very least, there should be more affordable housing units where they feel safe, and have a place to sleep. Remember: Nobody wants to be homeless, and a majority of them are through no fault of their own.

Landlords need to stop pretending people can afford $1,200 a month or more for rent being a legal citizen. Plus we pay outragous utility prices and food prices. My power bill in Indiana went from $100 a month to $670 over the winter and never jack our heat past 65 no matter how cold it gets. I also looked on my bill and saw that WE pay power for at least 13 other states! We know that money is going to those who don't belong here.

@@akyak333 those need to be addressed as well but evidence shows that providing housing is by far the most important intervention and increases the odds of successfully treating other issues.

He is NOT entitled to sleep "wherever" in public. Homeowners, schools, and businesses dont want people in their doorways or human waste in the street. Also, there are SO many shelters & places to sleep, and they dont want to go there because they cant bring bottles of alcohol and their drugs 🤷

It angers me that they are trying to pass these laws against the homeless. No, one wants to be homeless. Sometimes, unforseen circumstances cause people to be homeless.

@@celebrityrogyou would be arrested. The sheriff told us if we shut off the water to his RV we would be arrested. So the hay grew around his RV until he could barely walk through. He had the balls to ask us to mow it! This was supposed to be a work exchange, helping with landscape maintenance. Never again .

It would be nice if the causes were addressed. Wall Street in cities is radically inflating rents and house costs. Miami rents went up 60% in one year.

Issue is misappropriation of taxes. Look at Dalton, IL, where the black female mayor double dips pay, uses tax dollars to fund trips and self-promotion, and pays her secuity 24/7 with overtime as if they never sleep.

I have no issue paying taxes as long as there's transparency in it's spending! If they'd put the taxes BACK into the communities where they come from, provide for affordable, safe housing; provide for healthcare, education, re-education for adults, mental health... People don't want Handouts, they want Hands Up! They want their humanity validated. Not labeled. When the minimum wage does not equal a "living wage", when LLCs scoop up entire neighborhoods of apartments then jack up rents by 110% pricing WORKING families OUT, when healthcare can make the elderly have to choose between Rent and Prescriptions, when mental health is STILL stigmatized and not seeing as "healthcare" ...this DEHUMANIZES HUMANS!

Yet in the land of plenty , this county can’t figure out how to help those who don’t have a place to go. This country has missed the mark on the homeless, mental illness, poverty! But the boarders were open and now will be flooded with more people who will need shelter, food , healthcare and the country will provide for them. This is getting too political. 😢sad. We have to take care of our own back yard first. With all the big business corporations, donate you money -overflow cash for you big tax breaks, and create places where people can live, survive! We all have human rights, deserve dignity! Why is this so hard? No matter the reason for homelessness, don’t judge, step up and make a difference!!

@@kathypickens3309 if the able ones did go military it would put a noticeable dent in the homeless population. BUT the easier and more comfortable we make it to be homeless WHY work? Just give them housing and food! At least I tried to offer a solution and not a handout that encourages not working. we need more information about homeless families with children, the children need to be saved to curb this cycle.

Hello, here in Tacoma WA, a bunch of homeless were kicked out of an encampment. I helped clean out that place last summer. It was bad. I was a school janitor with waste management training. I didn't expect this tho.. Buckets of poo and vomit.. Bags of poo and vomit. It was Waste from overdoses. . This year, some of the homeless were taken to a shelter. They had to leave at 8am the very next morning. They are already piling back up under the trees. Shelters are only financed enough to hold you back till your ID expires. The cops want you in jail.. Some of these homeless choose tents for security. Even after lining up, they might get a bed 3 nights out a week???

No one wants to live outside. The government needs to start at the beginning - when did this become a problem? It's the out-of-control cost of rent or mortgage, hand-in-hand with credit bureaus, property management. All cities used to have a part of town where rent was less expensive and houses were a little run down or just old, but people had a place to go. Now it requires a "good credit score", proof of income two or three times the amount of rent and a large "deposit" even for those places.

It's a squatters argument. Essentially you got arrested for staying somewhere you are not allowed to be, and since that was where you claimed home you are saying the police are responsible for finding you a new residence. Imagine someone breaking into your house, squatting, forcing you to evict them, and then they sue you for claims that they don't have a place to stay and you owe them something because of the eviction. This is the same logic they are using here.
