Id personally never wear it. But. This silhouette looks like it's inspired by the pannier skirt women used to wear much like a petticoat. It created a wide silhouette by using large hip cages. It also looks better from some angles than it does others and the lighting matters too. It's also meant to be impractical and slightly absurd, that's part of the point of fashion like this. The execution isn't great, and I'm not a fan of this dress. But the silhouette itself and the shapes they used aren't new and can look good when done right.
