You can see the same example which is shown in this video from the David M. Pozar's Microwave Engineering 4th Ed. by Wiley. The book is explaining the equations also.

what should be the procedure for L network # 2

L network # 2 would not be suitable in this case because the normalized impedance in the present case has a real part greater than unity and the L network # 2 requies the the real part of the normalized impedance should be less than unity.
