It depends a lot on the goal of his piece. If it’s a concept design then doing it in one layer is a time saving key

For concepting I personally think multiple layers would still be time saving, say perhaps he wanted to test out color variants for the concept you’d need to now work around a lot more work :) for a doodle though one layer is plenty sufficient

Personally, I think that anything you can learn from a school you can learn yourself through self study. But if you are looking then I'd recommend looking at the course outline and finding something that focuses on fundamental art skills, digital art, maybe life drawing and things like that. The course I studied at college taught me a lot of things that I'll most likely never use and I found it to be a waste of time. Hope that helps you out :)

Is it necessary to gain on paper drawing skills to develope digital art also like yours. ? Should I start from basic on paper drawing because my drawing skills are average.

An understanding of traditional techniques can be helpful, but I think it's just down to preference. If you prefer to do digital art, then do that. Personally I do almost all of my work digitally.

So stupid question... I've attempted character design on Photoshop 7, and wondered why my pieces look so pixelated, and not smooth like this. My question is what size you typically start out with (in pixels)? That, and do I need to spend money on another program, or can Photoshop 7 work, and I'm just doing it wrong?

Photoshop 7 will work just fine to make an image like this. you just need to work at a higher resolution. also, try using 25%, 50% or 100% zoom instead of 33% or 66%, PS distorts the images slightly at those view sizes. hope that helps.
