In a hostage situation the authorities usually turn off power and water. To create a bargaining chip and to disrupt the kidnappers. They also make it clear to the kidnappers that the welfare of the hostages is their problem. Recommend watching the 1941 movie Sahara with Bogart. Water is a weapon.

This kid should study war. During the American civil war the North starved the South. General Sherman’s famous march to the sea was a scorched earth campaign. We literally did it to ourselves. The water and electricity issue is so silly. Israel supplied water and electricity until Hamas attacked and for free. And why? Because Hamas claimed and still that they are not responsible in any way to the civilian population. So, Hamas started a war, and most of the civilian population supported Hamas. Why should Israel keep supplying anything to anyone on the other side of the border?
