What really fail our local contractors was lack of planning and to execute tasks and a big lack of engineering skills to perform task at hand

Were the local contractors hired to do engineering design work as part of the contract they were given? Or, were they simply following engineering drawings, specs, and scope of work given to them by CHEC/NWA? Along with oversight/supervision by CHEC. As far as I know, most road construction companies around the world don't have engineers on staff for design purposes. They may have one who is a project manager or someone who there to interpret codes and compliance with codes/specs. That's about it.
