Appears the cheetah was apprehensive to begin with; timidly walking toward the crowd. If you must have an ambassador cheetah program, it has to be a completely calm one in all respects. Many of these public encounters are ending because it's not good for either the animal, conservation efforts, or the public. Too many incidents now.

They've been domesticated in Egypt and Arab cultures of North East Africa for nearly four thousand years and traditionally used for hunting with humans. Cheetahs aren't necessarily violent(towards humans) so the only thing I can see here that makes sense is as the cat first notices there's no slack on the leash made him go into fight or flight. It was timid, did not like the situation, was showing the clearest of signs of all of that even to an untrained eye and yet she and they still decide to put it through the ordeal. It then showed clearly that it wanted to move away, she put tension on it and forced it to move the way she wanted and that triggers that little episode, hardly an attack, more a fight or flight reaction, if it wasn't on the lead it would have left.

You forgot about Cougars, OUR big cat. The leopard of the Americas. Cougars are actually larger than leopards actually and have a higher bite force due to their facial structure. Cheetahs are super weak strength wise by comparison, due to them being built like a dog. Doesn't take away from the fact that they run 70+ miles per hour and look absolutely majestic and powerful while doing so, and also flourish in land full of lions hyenas and leopards.
