You don't need a dehydrator. Put it in a low-temp oven would work too. The point is to get as much of the water to evaporate so you can use the little bit of water left to puff up the skin. There are always poor man's alternative to these tools, even for sous vide. It's just about temperature control

I live on the east coast and farm raised Atlantic salmon hovers at about $10/lb. He got a half a pound so it's only $5. Most seafood looks expensive at the grocery store, but if you buy only one portion of it then the price is actually decent. For example one pound of scallops is like $20-30, but a serving is 4 oz, so you can have a serving of scallops for $5-6 .
