Dr. Graham Allison, Former Assistant Secretary of Defense; Director, Harvard University’s Belfer Center for Science and International Affairs; Author, Destined for War: Can America and China Escape Thucydides’s Trap
In Conversation with the Honorable Ellen Tauscher, Former Representative, California’s 10th Congressional District; Former Under Secretary of State for Arms Control and International Security; Member, Commonwealth Club Board of Governors
Could China and the U.S. be headed towards war, or is there a way to avoid it? Graham Allison, former assistant secretary of defense, argues that if both the U.S. and China refuse to back down, a trade conflict, cyberattack or accident at sea could escalate into war.
Join us for a conversation with Graham Allison about how Thucydides’ Trap, the inevitable contention between a rising power and an established one, is still relevant today.

Let us be creative and constructive in our focus on China-America dichotomy: American greatness and future. America as a civilization is only two hundred years old. But in such a short span of time America has become true great leader of the globe transcending many of the positive features of preceding civilizations of human history. This greatness of America will never be transcended by any other in future. The determinant points of greatness is its scientific research labs and great universities. Basically, the entire automation era has started from these American labs. The future of mankind will never be able to bypass automation. And on that account American scientific leadership will be hailed for all time to come. American universities have created intellectual elites for all the nations all over the globe. All political and intellectual leaders of all the nations of the globe are American university educated. Human beings and intellect are so intermingled and integrated that this heritage of intellectual enlightenment will go on shaping and reshaping the future of mankind. It will never be bypassed for its quality and competence. American labs and universities have founded the basics of human civilization. Under automation great economic powers will grow no doubt. In the era of automation when the globe has become very small a human unit it is highly unlikely which human unit will be greater than the other human units in future. It will depend on many factors yet unknown. Even automation someday will make every man equal to other man in merit by cognition enhancement software. So, meritocracy will also be off from human civilization. And when that happens majoritorianism will also be off. If at all election remains as a concept it will be net election. It would be sort of election which will be beyond human manipulation or supervision. But then automation will march further to create impersonal institutions and thus will vanish the need of election for good. Nay, when impersonal institutional mechanism is innovated politics as a concept and a as process will will lose their need for good. Automation is definitely going toward that time when neither power nor politics will have room in the thinking of man. Impersonally administered institutions will serve mankind in their life process. Amazon has created an example for such a possibility by opening cahierless shops. Then there will be no leader, no politics, no people manipulation, no concept manipulation, no negative emotional conflict in exposed large scale. All debates will be on line and impersonal. In such ecology American greatness will remain unforgettable for all time to come. As a great civilization America can do a great job by establishing more and more universities all over the globe covering all national units. Those universities will generate academically enlightened people all over the globe. Those will also support American economy in a huge way too. But unfortunately certain American intellectual elites are trying to negatively influence the American political leadership in favor of remaining great in military leadership. They are the ones who is doing the most ugly job of history. The intellectuals all over the globe must understand that power era has started to wane with the waning of the power of waning monarchy. The two hundred year political system which still pervades in the history of this waning course. In these years in these political systems elements of monarchy has pervaded with tacit profundity. It is unfortunate that in spite of industrial revolution mankind could not identify that material science is the fundamental determinant of human civilization and not any superstructure-oriented conceptual anarchy such as political revolution, class, political party system, personally run parliament and fictions of elections. Let us not forget that the automation of our time has emerged out of the fundamental truth of industrial revolution itself. We have used industrial revolution for business, profit and power. And created institutions to suit those ends in utterly wrong and absurd way. The foolish and obsolete nationalism and failing to understand the determinant role of material science in the human civilization has led to the building of the farce of imperialism and folly of small and great wars. Let us not forget that man is the reservoir of riches and crowd of men is the nest of human civilization. It is utter folly to polarize groups of men as allies and friends. All men are friend of all men. Men are market, men are economy, men are human civilization. Killing men is not greatness. Winning wars is not greatness. Military strength is not greatness. Greatness lies in being truly man. Greatness lies understanding and addressing man. And that America can do best. Best of man is his intellect. America can remain the permanent leader of human intellect. It can remain great in leadership to automation and future thereby. *** *** 2.1.19 Prof.Dr.Mokhdum Mushrafi

China had overinvested and overproduced steel, cement, building materials, which it wants to dump on other countries. That is the reason it has created International Infrastructure Bank and One Belt One Road scheme so that it gives loans in kind to Pakistan, Turkey, Africa, and in future, China will demand payments in Dollar money. Both serve the purpose of China and every other countries get cheated.
