2 things I can tell you with 100% fact. 1. Learn the law and stop saying yes when the cops ask for your permission to take you out of the vehicle and search your car. 2. If your car is registered to California and you know mods are illegal STOP doing those mods or you give the police every right to give you state refs and citations. The only way around this is to move to another state that has less laws around mods or create a corporation in another state and transfer the vehicle to that company. Then you’re just an employee driving the car for work. But learn the laws around how long a out of state vehicle can be in California before it needs to be registered. Get an attorney to give you your options. As for the cops. Don’t hate the player, hate the game. You need to learn the game. Best of luck.

I have a heavily modified Jeep Wrangler in Minnesota (hoping to get a wrx soon), and I had the exact situation. The same state trooper pulled me over multiple times citing me for bullshit laws. It got to the point where I had to take it to court and explain that the state trooper was legitimately stalking me. For example, he knew which Target I worked at, and would park in the trees right by that road and pulled me over multiple times. What a joke!

As a car dude this hits hard. You want to express yourself and build your car to your vision. California is hard. I buy pre 75 vehicles when I want to dump all the goodies. On my newer cars, I buy all CARB approved goodies just for this reason. I wanted a Whipple, but only Procharger had it's product approved. So Procharger it was. That's the way to play it safe. I sold that car and bought a Porsche Cayman and now I'm in a Corvette and I haven't gotten pulled over once in the last 10+ years. The captain even admitted to me that they absolutely target tuner cars over everything else and that's how it's always going to be.

I would definitely brush up on the laws and contact a lawyer to see if you can take any legal action against the cop or the police department. I would strongly suggest having a personal lawyer that you could call in a situation like this. My buddy has a lawyer and has gotten pulled over a few times for crap like this and whenever he asks the cop if he can call his lawyer the whole situation changes, and the cop just let's him go with a "warning."

We had a CHP officer in El Dorado county that did this to every single person that showed any sort of sign of modifications, cosmetic or “performance”. After about 10 ppl getting cited and constantly getting solo’d out, we had the entire car community (about 200+ ppl) in the area including old heads file a complaint to IA and he was told to step down from his position and become a desk jockey. Took about 2 years timeframe for this all to happen but it was very worth it, including one person who went the extra step and filed a lawsuit against him and won for harassment and loss of wages (staking out his route to work before work for about 1 month straight). Worth a shot man. Thats stupid.

I got state reffed and had a lawyer dismiss and clear my state reff. 1. Paying the ticket does not dismiss the state ref, the state ref stays on your registration and every year your registration goes up. 2. Almost every day I’m reading storylines about horrific crimes committed in CA. Yet the LEO’s have nothing better to do then harass a car enthusiast on his way to work. Crazy.

Went through this years ago with my 600+ whp evo 9 and now its a dedicated track car. Last year i had problems with my 21 sti and had to completely un modify it. I put the stock intake, TMIC, downpipe, and all exterior parts all stock. Only mods now are invidia q300 single exit, grimmspeed dry con drop in filter, grimmspeed 3 port, grimmspeed uppipe, and accessport. Car now looks bone stock.....its slower than before but still makes good power and I dont get hassled anymore. Nothing you can do in California bro. Your car the way its set up is asking to be pulled over. Good luck in the future man.

I'm confused. As a car guy in california I don't understand how you could possibly not know that you absolutely cannot just pay a fine and clear a state ref ticket. The cop will 100% think you are lying to them if you say someone at the court house told you you could, because it's extremely widely known you can't. I'm sure there is some protection against what kind of charges they can give for non moving automotive emissions violations. That misdemeanor will follow you and will affect you if you apply for jobs and overall your regular life if you don't get it taken care of.

Key is always be calm. Cops are always looking for Tuners. It’s free money for the state. I got red flagged for intake that had a carb sticker, and since AEM started offering colored options, they updated the CARB EO number. Luckily AEM was able to send me a second CARB sticker. Then next time I smogged they changed the EO number on my Catalyst and changed 1 digit so I had to change my Catalyst again this year with the exact same cat but a new stamped number on the housing. Then they said my Spark Plug wires modified the ignition. I said the ignition is factory but the wires are upgraded, which means there is more spark but has factory timing and ignition, so it burns more fuel so it’s an even cleaner exhaust. They said it was the cleanest car they had tested but I needed the new carb exemption. This is on a 24 year old Honda Accord Coupe I have owned since new and has all carb stickers, and catalyst, and resonator, and muffler. The intake is louder than the exhaust even. It’s insane.

You're breaking the law by modifying your emission system while living and registered in California, it's not complicated. Tip, keep your car quiet and they wont pull you over, it has nothing to do with how you drive your car.

I know I'm a year late... but you kind of did this to yourself. We all know you can't operate a vehicle with modified emissions equipment in California. This includes out of state vehicles. Now, if you have your vehicle registered out of state, you can still be state reffed, but if you are able to prove that you are in compliance with that states emissions standards, and reside in that state, the state reff citation will be thrown out. I, too, was under the impression that I was safe because I have a vehicle registered in Arizona, but I was incorrect. My old Civic was state reffed. It had a CRAZY amount of work done to it, and I was terrified to revert it back to stock because that basically wasn't going to be possible at the point I was at. I had an exhaust, cams, pistons, injectors, an intake manifold, throttlebody, the list goes on. Fortunately, when I was able to provide the court with my Arizona emissions results and proof that my primary residence was in Arizona, it was dismissed. You live in Cali, and your car is registered in Cali. You can't modify anything intake or exhaust with it. Period. Smarten up if you want to avoid further issues. This would be a really dumb reason to be legally classified as a criminal.

That sucks bro. I’m sorry that happened to you. I’ve been state refd & I didn’t listen to everyone who said I could just pay it because I knew my vehicle would still be flagged in the system. It takes care of the fine but it doesn’t take the state ref off your vehicle in the system. So I said fuck it and put it back to stock, got the state ref cert, re-modified it and I was able to play it off everytime I got pulled over because I had the cert. and the cert should be valid in the cops eyes for a year or so depending on the cop. Some are smart and can be like oh well you just modified it again etc. but sometimes you can play it off and be like my exhaust is below the state law decibel. That’s why I passed. I run a smog shop and I hate to break it to you but he has every right to pull you over, you are technically breaking the law. Every modification done in California needs a carb sticker. CARB stands for The California Air Resources Board. California has some of the strictest laws when it comes to car modifications. I've never seen your videos beyond today but its actually illegal to sell that shit in California that is why on the sites it says not eligible to sell in California at the bottom on sites.

No, you can't "pay" to make your car smog legal. You simply can't have non carb approved mods in California. It's just that simple.

I live in NY, so don't have this problem. I used to drive a 76 Trans Am 455 with a Chevy LS6 454 full race engine, no cats, 3 inch turndowns with sonic turbo mufflers. The car had steel fender flairs with big wheel and tires. (3rd place, modified stock class at auto show) Obviously modified. The only time a cop stopped me (in PA) was to ask me 'what I had' and "Was it fast." My question is: In CA, can they just pull you over without cause. Then give you an 'on the spot' motor vehicle inspection? That's messed up.

Stop saying yes! You need to take legal action. This is one of the reason why I left Cali. I have dealt with this is the past. I went to the police station and made a complaint and ask to get a copy of the report after that I went on to get legal advise. He advise me to go to IA and make a formal complaint which they did an investigation. It found out that the cop had done this to two other people. The cop ended up getting reprimanded due to his action. Don’t let this slide because it might happen to another person.
