Could be. Terry Toons and Fleisher were both made in New York. They probably used many of the same voice actors.

The prince on a stick horse shows up again in Terrytoons reimagining of Cinderella in a 1948 Mighty Mouse cartoon called MAGIC SLIPPER. In that cartoon Cinderella is one of the many Terrytoon sexy mouse babes. I think by then Terrytoons was only doing funny animal toons. The King here, and his Queen but not the Prince, show up again in a 1933 toon called KING ZILCH and in that cartoon the Queen has traded her rolling pin for big bad mother of a machine gun.
