For his munitions factory in WW1 it was mandated by the French government that they have all those amenities and became the precursor to their healthcare system. Because by 1915 most Frenchmen between 16 and 40 were on the front. So if a female worker got sick or hurt they needed them back in place ASAP. Also they had to treat French women like royalty if they were pregnant considering the brutal fighting the French army experienced throughout the war.
