How many have you asked bro?, there also people who can help you, young people who can make time to guide you, you just haven't met them and perhaps when you ask, you just don't know for which places you asking for since it's your first time in the City and they wouldn't understand where you are trying to go.

Yes it's safe to move if you know where you wanna move to.

Man you can't move around and think people will talk to you just like that, you have to approach them and ask them question, and Rwandese are friendly and knows English, french and Swahili.. they're not there waiting for you, they are just busy doing their job, you can look for a guider or ask the direction, or use the map.. you can go to the restaurant or coffee shop they're there waiting for customers.. I don't see the reason you said language barrier!.. in Rwanda in 5 people 2 can speak English, 1 can speak french, 1 can spend Swahili, especially in Kigali... Even that street seller managed to talk to you in English... So i think you got wrong, anyway it is what it is...
