Code Veronica: Is Steve Really A Bad Character?

I personally have some strong memories from my childhood where my brother and I would rant about how much we hated Steve.
It's not good to live off old memories from the past though, especially ones made during a very young age.
So if felt as if Steve deserved a re-evaluation.
