Originally the anthem of the Austro-Hungarian Empire, written by Haydn: "Gott erhalte Franz, den Kaiser." After his visit to England, Haydn wanted to give Austria its own national anthem, like England's "God Save the Queen." So any connection to Nazi Germany is spurious.

Why does the "Poco adagio" sound like an alteration of Bethovens 9th ?

Well, it was written some 35 or so years before the Beeth, so ask him.

It predates Ludwig 9 by 30 years, so maybe question is wrong way round?

Many great Composers of that era heard each other's Music, so to suggest a phrase or a snippet of a melody from an earlier era is not at all unusual. More importantly, it is the "Emperor's Hymn", used as the Austrian National Anthem for many years, later as the German National Anthem.
