No he didnt, it was nothing like the character. Both Robin Lord Taylor and the 1966 penguin were way better than Penguin in Batman Returns. Danny Devito is a good actor too, it's just the way the character was written. I also like Batman and Batman Returns, two of some of my favorite Batman movies, just Penguin that wasnt good. Catwoman was amazing in the film.

He was a perverted, dumb and useless man, which would be ok if his name wasn't penguin. In the last episode of Gotham Robin Lord Taylor actually Don's the original 60's penguin getup. Only real noticeable difference is that the hat and overcoat swap colors.
