Doing a commercial to residential conversion? There are 4 key things you need to do before you start.
In this video, John takes you around a commercial to residential conversion we're about to start in Silverdale, Newcastle-under-Lyme. It's actually a former public house - The Silver Birch - which we'll convert into six flats.
But before work can start, various tests have to be done in order to comply with building regulations.
So what are those 4 key things you must do prior to a commercial to residential conversion?

𝟭. 𝗔𝗦𝗕𝗘𝗦𝗧𝗢𝗦 𝗧𝗘𝗦𝗧/𝗦𝗨𝗥𝗩𝗘𝗬
During a refurbishment, walls will be demolished and floors might be removed etc. So for health and safety purposes you need to know if the ceilings or walls contain asbestos - because many older buildings do (particularly if they have artex). An asbestos survey - a destructive process that takes samples from various points where it is thought that asbestos may be present - will determine if there are any asbestos-containing materials (ACM). The asbestos report will state the location, presence and extent of ACM and debris.
𝟮. 𝗘𝗣𝗖/𝗜𝗡𝗦𝗨𝗟𝗔𝗧𝗜𝗢𝗡
A commercial to residential conversion is no different to a new build or HMO conversion in so much as from 2025 new tenancies will need to have an EPC rating of C or above in order to be deemed fit for rent. Therefore, in order to increase energy performance (particularly in older buildings) a substantial amount of insulation may be necessary. A builder will need to know exactly how much insulation needs to be added to walls and floors etc. to achieve a higher rating. That amount will, obviously, affect overall cost.
𝟯. 𝗪𝗔𝗥𝗥𝗔𝗡𝗧𝗬
It's imperative to have some form of warranty when doing a commercial to residential conversion. This can come in the form of a Professional Consultant's Certificate (PCC), obtainable from your architect or a National House Building Council (NHBC) warranty. A PCC typically lasts for six years and an NHBC can last for 10 years.
𝟰. 𝗦𝗢𝗨𝗡𝗗 𝗧𝗘𝗦𝗧/𝗔𝗖𝗢𝗨𝗦𝗧𝗜𝗖 𝗦𝗨𝗥𝗩𝗘𝗬
Impact sound, airborne sound and environmental sound are all tested by an expert before a commercial to residential conversion. This is to determine the amount of sound proofing required to make sure that the internal and external noise levels meet regulations and to ensure residents enjoy a good quality of living.

Nice one mate great video and very informative! Quick question, if you go to view a job such as an extension or a big refurb, but the client doesn’t have any drawings or in this instance the sound test has not yet been carried out, who’s job is it to pay for and provide this service? Should you as a GC tell the client they need to make these arrangements themselves and then call you back or is it worth you offering that service yourself (or being the middle man) for a set fee? Any advice is greatly appreciated

Hi Jermaine. Great questions 👌 The service you're referring to is basically project management, which is a professional service that the client should be paying for. If, however, they haven't appointed anyone, they are taking that role. And if that's the case, it is their responsibility to provide all the certificates and liaise with the local authority etc. We have had a few situations where the client has taken on the role - realised exactly what's involved - then wished they hadn't. It can be done, but it requires a certain level of skill and understanding. Hope that helps, mate. Thanks for watching our video - we really appreciate it 🙂👍

I don't understand all the talk about decibel measurements, at 6:10, and how "". I can't see how that works. If you start off with 60 decibels, which is the sound of normal conversation, then because the decibel scale is LOGARITHMIC not LINEAR, an increase from 60dB to 70dB is times louder, not just louder. 120dB is not two times louder than normal conversation. It is the sound of a jet aircraft taking off 180dB is not three times louder than normal conversation. It is literally the sound of a Saturn V rocket taking off ! You can hear it miles away. If you have to end up with 60dB in the flat, and the noise coming from above is 62dB () you will do something (eg add two inches of underlay) But if the noise coming in from above is 64dB (), then surely it will take you more twice as much underlay to get down to 60dB ?

John is basically trying to explain things in layman's terms using fictional numbers so that it's easier to understand (rather than actual figures). A building already has a value/rating based on the level of sound that is allowed to pass through the walls/floors. These tests determine the amount of sound proofing required to make sure that the internal and external noise levels meet regulations and to ensure residents enjoy a good quality of living.
