We don't know his nationality but we at least know for sure that Chang spoke chinese. In the episode where a rival company tries to merge with Hawthorne Wipes, there's a scene where Jeff and Pierce's new asian girlfriend have a brief conversation which ends with her handing him a wet wipe with the label "Red Dragon". Chang then appears and mentions that her name also meant "Red Dragon" in chinese. Jeff then used this info to expose her as a corporate spy.

the joke is that annie only attended the class for setting up jokes, but never got around to learning about punchlines. so when she goes "the professor is so old..." it sounds like she's setting up a joke so the study group, and the audience expects that to be followed up with a punchline - but like she said, she dropped the class after set ups. so we don't get a punchline and THAT becomes the joke. :)
