It appears not low cost sanitary latrine.cost willbe more when labour, carrying charge etc willbe included.Success of low cost sanitary latrine depends upon how the benificsry use it.In 2000 -02 it was found most of the benificsry use this as their store room for valuable things as their as this structure is much better than their dewalling house.

Water seeps in the Ground it will not overflow, after few years the leftover sold waste can be cleared by removing it using machine etc.

No, it decomposes and turns into manure and normal water before reaching the ground water.

Can we build this kind of toilet with ₹12000/- budget? I am doubtful! I think this type of toilet will cost double the amount. I have a low cost toilet design with alternative material as good as this method.

How would you make that into biogas to produce cooking fuel for outdoor kitchen? How often would it need to be purged?

It won't produce biogas, the tank would fill up very slow and we can divert it to the other tank when one fills, the filled tank will become manure in some years before the other tank fills up
