A good start on a strong foundation: that is what a few weeks of unseasonably warm weather at the end of the year will get you.
When the work on its footings and foundations is complete by the end of the month, the walls for our new State Emergency Operations Center (SEOC) in Blaine will start going up.
And by next year, this site will be ready to face Minnesotans' challenges head-on.
