Yes, but that's very easy. You put your minie balls into a "sacrificial" pan (you don't want to use a pan you cook with), melt a sufficient quantity of bullet lubricant, then pour in the melted lube/wax deep enough to cover the grease grooves of the balls. To facilitate removal and cleanup of the balls, use a tube with an internal diameter just a hair greater than the minie ball and then push that over the minie ball.

Sorry, but I can't see the purpose of the double paper wrapping... Why not simply wrap both the bullet and the wooden rod in a single sheet of paper, twist the paper at bullet end, remove the rod, and then pour in the powder and then twist and tie the resulting cartridge at both ends?
